Private institutions offering Further Education and Training programmes must register with the Department of Education in accordance with the Further Education and Training Act, 1998 (Act No 98 of 1998). Umalusi

Umalusi is a statutory organization that sets and monitors standards for general and further education and training (GET and FET) in South Africa with the purpose of continually enhancing the quality of education and training.

They have five key functions:
 Evaluating qualifications and curricula to ensure that they are of the expected standard.
 Moderating assessment to ensure that it is fair, valid and reliable.
 Conducting research to ensure educational quality.
 Accrediting educational and assessment providers.
 Certifying learner attainments.

QCTO (Quality Council for Trades and Occupations)

The QCTO is one of the three Quality Councils provided for in the National Qualifications Framework Act (NQF Act No 67 of 2008).

 The QCTO was established under the Skills Development Act and became operational on the 1st April 2010 following the publication of Government Gazette No 33059, 1st April 2010.

 The QCTO has been putting in place the necessary building blocks for it to begin operating. On 20th July 2011, it will be delegating functions to the first generation of ‘official’ Development Quality Partners. This signals that work has begun in earnest.

The inter-Ministerial review began in 2001

 Task Team appointed; completed its work April 2002; Report published 05 May 2002; Interdepartmental Consultative Document published in June 2003.

 4 years later -resulted in Joint Ministerial Statement in 2007 (Joint Policy Statement on enhancing the efficacy and efficiency of the NQF) -First Government statement on NQF after its introduction.

 Statement envisioned third Quality Council –QCTO- (Trades and Occupations) alongside Umalusi – (General and Further Education and Training) and CHE- (Higher Education).

 Implications: QCTO to absorb SETA ETQA functions as well as the standard-setting function for occupational qualifications which was performed by SAQA.

 Legislative changes took place in the 2008 SDA, NQF Act.

QCTO is responsible for:

 Establishing and maintaining occupational standards and qualifications.
 ‘The quality assurance of occupational standards and qualifications and learning in and for the
workplace’
 Designing and developing occupational standards and qualifications and submitting them to the
SAQA for registration on the NQF.
 Ensuring the quality of occupational standards and qualifications and learning in and for the
workplace;

All three QCs must deliver on functions –Sect 27 NQF Act (Umalusi, QCTO, CHE)

 Perform functions subject to the NQF Act and the law by which they are established.
 Comply with policy determined by the Minister.
 Ensure the development of qualifications or part qualifications as are necessary for the sector,
which may include appropriate measures for the assessment of learning achievement.

 In summary, QCs had a responsibility to SET standards for qualifications as well as to Quality Assure them. Recommend Qualifications for registration to SAQA.
 SAQA was given the role to enhance ‘communication, co-ordination and collaboration’ between the QCs.Register Qualification on the NQF.

What is a SETA?

SETA stands for a Sector Education and Training Authority. Their goal is to develop and implement a sector-specific skills plan, registering and promoting learnerships and applying to the South African Qualifications Authority (SAQA) for accreditation as an Education and Training Quality Assurance Body (ETQA) for qualifications in its sector.

Twenty-five SETA’s were established by the former Minister of Labour, Mr Madladlana, on the 20th of March 2000. It is the responsibility of the Minister of Labour to ensure that there is a SETA representing each sector within the job market. In addition, the Minister must establish the training needs of employers and employees and ensure that similar material, processes and technologies are used to access the different SETA’s.
